This should be similar to a progressive tax based system. The bigger the company revenue, the higher it’s contribution. Startups and SBEs are exempt.

I think we're beyond the q of "Should we pay maintainers" and deeper into the q of "How do we design a better incentive-reward system?". Who gets paid? Who pays? Why should they pay? Etc. It's an important problem, but implementing answers = way more complicated than it seems
