Introducing a new scheduler: the multi-stage queue.
It prevents low-rate but CPU expensive tasks to block high-rate but cheap DOM updates.
This way @stenciljs can deliver 60FPS even when the CPU is extremely busy, and we do it at 1/10 of the size of other algorithms
